Florida man, charged with bomb threats to Sesser-Valier School extradited to Franklin County

Gabriel Isaiah Estrada Age 19 of Fort Walton Beach Florida was extradited to Franklin County over this past weekend. Estrada was booked in the Franklin County Jail on charges of falsely making a terrorist threat (Class 1 Felony), disorderly conduct (Class 3 Felony), intimidation of a minor (Class 3 Felony), and harassment of a minor by electronic means (Class

On July 31st, Estrada was also charged with four (4) counts of child pornography (Class 1 Felony) and one (1) count of intimidation (Class 3 Felony).

Estrada is being held on a total of $250,000.00 bond. The investigation is ongoing.

Govenor Bruce Rauner’s statement on the amendetory veto

SPRINGFIELD (August 1, 2017) – Today, Gov. Bruce Rauner issued an amendatory veto to Senate Bill 1, the school funding bill. The matter now heads to the Illinois General Assembly, where the governor has respectfully requested that lawmakers uphold his changes. If these changes are upheld, Illinois will achieve historic education funding reform.

“It doesn’t matter where you come from or who your family is. With a great education, you can go anywhere in life and be whomever you want to be. You can grow up, get a good job and provide for your family. That’s why the changes I have made to the education funding bill are so important,” Gov. Rauner said. “With my changes, our state ensures that enough resources flow to children in the poorest and most disadvantaged school districts across the entire state. And my changes ensure that the education funding system in our state is fair and equitable to all students in Illinois.”

More than a year ago, Gov. Rauner established the Illinois School Funding Reform Commission. This group came together on a bipartisan basis to study the way Illinois funds its public schools, and to chart a path to a fairer and more equitable system.

“These changes included in my amendatory veto reflect years of hard work by our education reform commission and our ability to overcome our political differences for the good of our young people’s futures,” Gov. Rauner said. “I urge the General Assembly to act quickly to accept these changes and let our students start school on time.”

The governor’s amendatory veto makes the following changes to ensure an adequate and equitable school funding formula:

• Maintains a per-district hold harmless until the 2020-2021 school year, and then moves to a per-pupil hold harmless based on a three-year rolling average of enrollment.

• Removes the minimum funding requirement. While the governor is committed to ensuring that the legislature satisfies its duty to fund schools, the proposed trigger of one percent of the overall adequacy target plus $93 million artificially inflates the minimum funding number and jeopardizes Tier II funding.

• Removes the Chicago block grant from the funding formula.

• Removes both Chicago Public Schools pension considerations from the formula: the normal cost pick-up and the unfunded liability deduction.
• Reintegrates the normal cost pick-up for Chicago Public Schools into the Pension Code where it belongs, and finally begins to treat Chicago like all other districts with regards to the State’s relationship with its teachers’ pensions.

• Eliminates the PTELL and TIF equalized assessed value subsidies that allow districts to continue under-reporting property wealth.

 

• Removes the escalators throughout the bill that automatically increase costs.
• Retains the floor for the regionalization factor, for the purposes of equity, and adds a cap, for the purposes of adequacy.

The amendatory veto also removes the accounting for future pension cost shifts to districts in the Adequacy Target. This prevents districts from ever fully taking responsibility for the normal costs of their teachers’ pensions.

Gov. Bruce Rauner used his amendatory veto power to rewrite a school funding reform bill Tuesday, something Democratic lawmakers said will set back school funding reform by decades.

Rauner made multiple changes to Senate Bill 1, including how the bill deals with Chicago teacher pensions and changing a hold harmless provision so that it will eventually be based on school enrollment.
“Senate Bill 1, as it is written, does not achieve both fairness and equity for all Illinois students and it did not meet the expectations of the School funding Reform Commission,” Rauner said during a Statehouse news conference.

Rauner said he is “beyond disappointed” that the funding reform bill wasn’t sent to him until Monday and said “some people in this building chose to politicize the issue and play partisan football with our kids’ future.

Below is the monthly West Frankfort Fire Department report presented by West Frankfort Fire Chief Jody Allen for the month of June, 2017 at last week’s City Council meeting.

The Fire Department’s incident activities for the month of June included 158 ambulance calls, three smoke scares, no reported rubbish or illegal fires, four brush/field fires, five motor vehicle fires, no reported extrications, two fire alarms, two vehicle fires, seven emergencies, (gas leaks, power lines down, etc.) three structure fires, and three mutual aid calls.

Illinois could become the latest state to legalize switchblade knives.

A bill now on Gov. Bruce Rauner’s desk would eliminate a decades-old ban that state Sen. Tim Bivins, R-Dixon, says never made much sense to begin with.

“It was an archaic law that was passed 40 or 50 years ago,” Bivins said, “more than likely in response to musicals like ‘West Side Story’ or the movies with switchblades, which created a little panic and you got an overreaction.”

The measure would eliminate language on the books that anyone who sells or possesses a switchblade could be charged with unlawful use of a weapon.

WHAT: Single Vehicle Personal Injury Traffic Crash
WHERE: I57 North Bound at Mile Post 64.5, Franklin County

WHEN: Monday, July 31, 2017 at 6:56 A.M.

VEHICLES: 2002 Ford Explorer

DRIVERS: Alejandra N. Ruiz Anguiano, a 20 year old female of Peoria, IL – Minor Injuries – Transported via ambulance to a local hospital.

PASSENGERS: Teresa Anguiano, a 46 year old female of Peoria, IL – Minor Injuries – Transported via ambulance to a local hospital.
Luis Ruiz, a 48 year old male of Peoria, IL – Uninjured.
A 16 year old female of Peoria, IL – Major Injuries – Transported via ambulance to a local hospital and subsequently flown to a regional hospital.
Primitivo Ruiz, a 71 year old male of Peoria, IL – Minor Injuries – Transported via ambulance to a local hospital.
A 13 year old female of Peoria, IL – Uninjured.

PRELIMINARY: Preliminary investigative details indicate the Ford was north bound on I57 at mile post 64.5. The driver, Ruiz Anguiano, lost control of the vehicle due to a mechanical failure. The Ford struck the guardrail off of the right shoulder. The Ford spun violently, coming to rest partially in the left lane of I57 North Bound. The rotational forces caused the unbelted passenger, a 16 year old female, to be ejected.
The left lane of I57 North Bound was closed for approximately one hour for crash investigation and scene clean up.

CHARGES: None

All subjects are presumed innocent until proven guilty in a court of law.

As more public awareness comes to the forefront concerning the crashes on I57 and Illinois Route 13, we want motorists to know what we are doing to serve the citizens of our area. With over 43,000 cars passing between Johnston City and Marion on I57 PER DAY (that’s almost 1.3 million per month) and summer travel season in full swing with the lowest gas prices in recent history, there has been a 28% increase in the total number of crashes over the same time period last year.

The Following Facebook post was created by the Illinois State Police stating the following, “We won’t pull any punches … this is where we’re at right now. LIDAR detail going on right now to address speeding and distracted driving.” The traffic stop is in Franklin County just South of the Sesser Exit.

We have increased our Fatal Four enforcement efforts. The Fatal Four include speeding, distracted driving, driving impaired, and occupant restraint. From 06/06 to 07/21 the ISP, on the I57 corridor, made 423 traffic stops, wrote 338 citations, and 231 warnings. We continue to work with our strongest ally in traffic safety, the Illinois Department of Transportation, to conduct extra enforcement details for DUI, Seatbelts, Speeding, and Construction Zone Enforcement. We work closely with area schools through Driver’s Education courses, work with local partners on projects like the Williamson County Traffic Safety Days, and utilize unconventional methods such as the now famous ghost squad car.

You have also noticed that many of the drivers crashing in our area are not even from here and involve a semi. If you know a semi driver or have family traveling through the area, have a conversation with them concerning safety. We would love nothing more than to spread our message of safety far beyond our 7 counties of coverage. Hit the Like and /or Share button! New study finds Illinois and Tennessee at opposite ends with public school systems

A new study finds that Illinois has one of the best public school systems in the U.S. while Tennessee has one of the worst.

WalletHub recently ranked public school systems based on quality, which looked at test scores, and safety, which looked at student safety at school.

The two scores were combined together to get a ranking of all 50 states and the District of Columbia.

Illinois was near the top of the list, ranking in at number 11. Illinois was tied for 1st place with Missouri and Wisconsin for the highest median SAT score.

Bost, Bergman Demand Investigation into Alleged Mismanagement at Marion VA

WASHINGTON, DC – Representative Mike Bost (R-Murphysboro, IL) and House Veterans’ Affairs Subcommittee on Oversight and Investigations Chairman Jack Bergman (R-MI) called on U.S. Department of Veterans Affairs Secretary David Shulkin to investigate allegations of mismanagement at the Marion VA Medical Center that may have compromised quality of care and patient safety.

“According to a memorandum dated May 31, 2017, written by the VA National Center for Patient Safety (NCPS) program manager, the Marion VAMC has experienced significant declines in patient safety culture metrics and employee morale since these areas were last assessed in 2014. Specifically, the memo describes a 2015 visit by NCPS to investigate employee complaints pertaining to worsening organizational and patient safety culture at the facility. Employees also alleged that senior leadership retaliated against them for reporting such problems,” the members wrote. “VA internal documents demonstrate a strong need for the Central Office to investigate and take action to address the safety concerns.”
