Governor Rauner Statement on Speaker Madigan’s 32% Tax Hike

SPRINGFIELD – Governor Bruce Rauner today issued the following statement following the House of Representative’s passage of a 32 percent income tax hike without any reforms to grow the economy, create jobs, or provide property tax relief:

“When I took office, I promised the taxpayers of Illinois that I would fight every day to take this state in a new direction after decades of failed leadership from both parties. Today, Springfield has decided to give the people of Illinois the largest tax hike in history and continue out of balance budgets with no real reform.

“Under Speaker Madigan’s direction, legislators chose to double down on higher taxes while protecting the special interests and refusing to reform the status quo. It’s a repeat of the failed policies that created this financial crisis and caused jobs and taxpayers to flee. “I will veto Mike Madigan’s permanent 32 percent tax hike. Illinois families don’t deserve to have more of the hard-earned money taken from them when the legislature has done little to restore confidence in government or grow jobs. Illinois families deserve more jobs, property tax relief and term limits. But tonight they got more of the same.

“For two and a half years we have been working to find common ground on a balanced budget.  As recently as two days ago we believed that was possible.

“The legislature could have passed a no reform budget like this one two years ago. Instead, they allowed Mike Madigan to play his political games, passed phony budgets, racked up our debt and inflicted pain on the most vulnerable. All of this to force a permanent, 32 percent tax increase on Illinois families

“Moving forward, this vote shows that if the legislature is willing to pass the largest tax hike in state history with no reforms, then we must engage citizens and redouble our efforts to change the state. “​

State budget and tax increase passes the House

Within the last hour, the Illinois House of Representatives passed both Senate bills 0006 and 0009 to bring some amendments to both bills back to the senate to vote on again, and then go to Governor Bruce Rauner’s desk.

State Representative Dave Severin (R-Benton)  voted for SB 6 which was the budget before a tax increase.  Southern Illinois representatives Terri Bryant (R-Murphysboro) and Brandon Phelps (D-Norris City) supported it as well.  The bill passed the house with a vote of 81-34.  This bill is veto proof.

Severin voted down SB 9, which raises the state payroll tax in Illinois from 3.75% to 4.95%.  This also raises the corporate income tax in the state to 7%.  It passed the house 72-45, one over the 3/5 of the house to override the bill, which Governor Rauner already stated he would veto.

Senate minority leader Jim Durkin earlier in the day said that Speaker of the House Mike Madigan put some add on amendments to SB 9.  It is worth keeping an eye on as the Senate reconvenes tomorrow.

Senate bills 6 and 9 were passed along party in the Senate in May.

Budget negotiations at the state Capitol hit another snag Sunday as House Minority Leader Jim Durkin accused Democrats of making changes to legislation at the last minute.

Emerging from a Republican caucus meeting Sunday afternoon, Durkin said Democrats added a new amendment to their $36.5 billion spending bill.

Late Saturday, Speaker Michael Madigan announced a vote on a tax increase package would be held Sunday. But Durkin said that Republicans couldn’t put votes behind tax increases without knowing what’s in the spending plan.

Members of the Illinois House return to special session this afternoon to vote on a tax hike package that includes increases to the state’s income and corporate tax rates. What’s unclear is whether reform measures that Republicans, including Gov. Bruce Rauner, have pushed for will get a vote.

Speaker Michael Madigan announced the tax incease vote late Saturday after Republicans accused him of stalling budget negotiations. Today’s session was scheduled to start at 2 p.m. but has been pushed back to 2:30.

At stake for taxpayers is a 32 percent income tax hike that would move the rate from 3.75 percent to 4.95 percent effective July 1. If the increase is approved by a three-fifths majority of lawmakers and signed by Rauner, a family with household income of $60,000 a year would owe the state about an additional $720 each year. Their rates would increase from about $2,250 annually to about $2,970, depending on how many exemptions they claim. The corporate tax rate would increase from 5.25 percent to 7 percent, a 33 percent hike.

NOTE:  Here is a link to an Associated Press story shared by the NBC affiliate in Chicago. It was from sometime in 2014, where a state appellate court ruled against term limits appearing on the November ballot of the ’14 election  Bruce Rauner was a candidate for governor then.

I am a strong proponent of them.  If they were in place, the mess in Springfield would be solved.  Mike Madigan would be out of office.

Illinoisans very well could learn Sunday whether their taxes are going up and, if so, by how much. Based on legislation passed by Senate Democrats in May and ongoing discussions through June’s special session, the tax increase is expected to total at least $5 billion and include a 32 percent income tax hike on Illinois workers.

House Speaker Michael Madigan, after being accused of stalling budget negotiations earlier in the day, issued a statement late Saturday afternoon saying that the House would vote Sunday on a tax increase package he claims is supported by Republicans.

There is no agreement on a comprehensive budget package that includes reforms and revenue,” according to Senate Minority Leader Jim Durkin, R-Naperville, said. “This impasse can only be resolved in a negotiated manner. It is our hope that Democrats will remain at the negotiating table.”

The Illinois House and Senate adjourned for the day Friday without passing a budget. They’ll be back Saturday, July 1. But, before they arrive, the state will officially enter its third year without a budget at 12 a.m.

With that deadline coming to pass, a credit downgrade is almost certain, experts predict. But, with lawmakers coming back right away to take up budget negotiations again, leaders hope to stave off any credit downgrades.

Republican Sen. Dale Fowler said he thinks the budget plan will be the key to ending Springfield’s stalemate. He said negotiations are going well, and he’s ready to get to work once the House approves the bill and sends it over.

“I’m very optimistic that we will. You know, those negotiations are going very well. You know, I stay optimistic and will continue to stay here as long as it takes to get a budget and get Illinois back on track,” said Fowler.

Former gubernatorial canditate Bill Brady takes over as senate minority leader

Senate Republicans on Friday chose Bill Brady to be their caucus’ new leader.

Brady, R-Bloomington, replaces Senate Minority Leader Christine Radogno, who announced Thursday that she was resigning her Senate seat effective at the end of the fiscal year at midnight tonight.

Radogno introduced Brady as the new Minority Leader during an impromptu gathering at the state Capitol Friday morning.

“It’s an honor to congratulate Sen. Bill Brady as the new Senate Republican Leader,  Govenor Bruce  Rauner said. “He is a champion for Illinois families – understanding the changes our state needs to create jobs, lower property taxes, strengthen schools, and reform our political system. I look forward to working with all of the outstanding leaders in the Senate Republican Caucus as we work to fix Illinois by creating a more responsive and responsible state government.”

NOTE:  Brady lost the 2010 gubernatorial race by 32,000 to Pat Quinn.  Brady carried 99 of the 102 counties in the state.  Quinn only carried Alexander, St. Clair, and Cook County heavily.

Brady had 6,319 votes to win Franklin County in that election.  Quinn had 5,736.  sd

Illinois Department of Insurance’s Life Policy Locator Recovers $4.6M for Illinois Families

Rauner Administration free service helps Illinois families identify and recover nearly $3 million over the last five months

SPRINGFIELD, IL – The Illinois Department of Insurance (DOI) today announced that Illinois families have now claimed more than $4.6 million in life insurance since July 1, 2016 using the Illinois Life Policy Locator Service. The free service helps families find a deceased person’s lost life insurance policies and annuities. Since January 31, 2017, DOI recovered nearly $3 million for Illinois families.

“We are glad so many Illinois residents are using this free service and recovering what is rightfully theirs,” said Department of Insurance Director Jennifer Hammer.  “We hope more families are able to benefit from this process that cuts through the bureaucratic red tape in just a few simple steps.”

For a consumer, the process is as follows: a potential beneficiary submits the necessary information including a copy of the death certificate to the Life Policy Locator Service on the DOI website; a paper application is available if necessary. Then, DOI contacts 485 Illinois-licensed companies to search their records for any life insurance policies or annuity contracts insuring the person who died. If a policy is found, that insurance company will contact the requestor if they are authorized to receive this information within 30 days to complete the claim process.

Police investigating fatal shooting in Herrin

Illinois State Police confirm that they’re assisting Herrin Police Department with a shooting investigation.

The shooting happened just before 1 p.m. Friday afternoon in the 800 block of N. 14th Street.

One person has been shot, and has passed away. Police believe the suspected shooter is still on the scene, they are currently blocking off access to that area.

Herrin Police have identified the suspect in this afternoon’s shooting as Cory A. Finney, 23, of Herrin.

Finney was charged with aggravated battery and taken to the Williamson County Jail.
