Severin Weekly Newsletter March 3, 2017

The big news of the week was the severe weather that came through the state on Tuesday. Many people across the state were affected by these storms. Our district was no different seeing significant property damage to homes in Franklin County, specifically in Mulkeytown. Our thoughts and prayers go out to all those impacted by these storms as they begin to rebuild.

Living in Southern Illinois we know that unfortunately this is not the last time we will experience severe weather like this. The Illinois Emergency Management Agency and Ready Illinois are good resources on how to prepare for when disaster strikes. I encourage everyone to visit these websites to make sure you are prepared for the next storm that comes through.

Southern Illinois Eclipse-

On Tuesday I attended a presentation by Carbondale Tourism  to introduce a new regional website for the eclipse coming in August. The website provides visitors with a list of travel, lodging, and dining options along with information on the eclipse and other local activities. Businesses are being encouraged to advertise on this website and can do so for free. This is a great for our area, as the region expects to see an influx in visitors with the upcoming eclipse.

Northside Elementary School

On Thursday, I visited Northside Elementary School in Herrin to talk with our youth about the importance of reading. During the visit I got to read a book by one of my favorite authors, Dr. Seuss, to Ms. Gaither’s first grade class. It was a treat to see how passionate the students were about reading.

Thank you to Principal Viernow for the invitation and I look forward to returning soon.

Jackson County storm victims need totes-monetary donations

Rubbermaid totesI spoke a few minutes ago with Scott Slone, the pastor of the First Baptist Church in Elkville. They are good on non perishable food items.  In fact, they are discussing sending some resources to the Ottawa/LaSalle area that also received considerable damage Tuesday night as well.   Their two biggest needs are rubber totes and monetary donations.

With help they have on the ground, and possible help on the way, they are getting close to having the maximum amount of resources needed.

Any Rubbermaid totes can be dropped off at the First Baptist Church, which is located on the north end of the village on US 51 on the S curve.

Monetary donations can be dropped off there or mailed to the Nine Mile Baptist association, P.O Box 256 Pinckneyville, IL  62274.  Checks can be made to the Elkville Baptist Church disaster relief fund.  A trust fund will soon be set up at Murphy-Wall State Bank.

The Villiage of Elkville requested the church handle the disaster relief effort.

Here is an excerpt of the lead story) Federal officials seized documents and electronic records from three Caterpillar Inc. facilities, including the global headquarters Downtown, on Thursday morning as an apparent part of a criminal investigation into the company’s tax strategy. Agents from an alphabet soup of federal agencies lined up outside the main administration building, a data center in East Peoria and the logistics center in Morton. Neither federal nor company officials would confirm the substance of the investigation. “Caterpillar is cooperating,” a brief statement from the company read. The investigation appears to stem from revelations about the company’s tax strategy as outlined in a 2009 federal wrongful termination lawsuit brought by Daniel Schlicksup. The lawsuit alleged the company shifted profits overseas and to offshore shell companies to avoid paying more than $2 billion in U.S. taxes. Schlicksup settled the suit in 2012.

Deputies were looking for Tom McCord in a field off CR 1800 North. They say his house is destroyed, and his wife was taken to the hospital.

Here is an excerpt) A state representative from Smithton has filed a bill that would eliminate the Firearm Owner’s Identification card, which is needed to buy or possess a gun and purchase ammunition in Illinois. Rep. Jerry Costello II, a Democrat, says FOID cards are a burden to “responsible” Illinois residents and prevent them from obtaining firearms and exercising their Second Amendment rights. “My job as a public official is to make sure the constitution is followed,” Costello said Friday. “… Obviously, I’m passionate about the Second Amendment, and people living under our constitution are allowed to bear arms.

Severin Votes to Deny Lawmakers a Pay Increase

SPRINGFIELD, IL – State Representative Dave Severin (R-Benton) voted to deny state lawmaker pay increases during a meeting of the House Executive Committee on Thursday morning. The Benton Republican and first-term lawmaker had filed an identical piece of legislation, HB 3790.

“House Bill 643 will deny lawmakers an increase in pay, based on a cost-of-living adjustment allowed by the Compensation Review Act,” Severin said. “Lawmaker pay is currently treated as a continuing appropriation and cost of living adjustments, or raises, are built in to that law. It’s completely ludicrous, but, each year the General Assembly has to actually take a vote to stop its own automatic pay raise. If you consider the utter failure of the legislature to produce balanced budgets for the last several years, the notion that automatic pay raises for politicians would be possible is just insane to me. That’s why today’s vote was so important.”

The bill applies only to the fiscal year 2018, beginning July 1, 2017. The bill passed Committee unanimously and now heads to the full House for a vote.

Have a need for speed? Proposed Illinois law may grant you that wish

Here is an excerpt) Those who would like to drive a little faster on Illinois interstates and highways soon may get their wish. State Sen. Jim Oberweis (R-North Aurora) introduced a bill earlier this month that would push the speed limit to 75 mph on many of the state’s interstates as well as make 60 the maxium speed limit on rural highways. Oberweis was one of the driving factors behind a bill that helped Illinois become the 37th state to push its speed limit to 70 when that law took effect on Jan. 1, 2014. Now, he’s looking to bump that maximum speed up a bit.

SPRINGFIELD, IL – State Representative Dave Severin (R-Benton) today said the Governor showed great leadership and gave guidance to the General Assembly in his Budget Address on Wednesday. Severin also expressed an eagerness to work out a compromise.

“The Governor really stepped up today,” Severin said, “He gave the General Assembly direction and leadership, by outlining parameters to the Senate’s compromise. This sort of direction has been desperately needed. Now it is time for us to put partisan politics aside, roll up our sleeves, and get to work on a long-term balanced budget.”

In the end, Severin was happy to see that the Governor’s top priorities are job creation, keeping taxes down and economic growth. Severin believes having a budget that enables those things is a must.

“At the end of the day, we cannot expect to tax our way out of our financial woes. We have to get more high paying jobs coming to Illinois. By doing this there is no doubt that this state will see a tremendous amount of economic growth.” Severin said, “That’s why I believe any balanced budget has to be a bargain for taxpayers and job creators alike.”

BOST PRESENTS VIETNAM WAR HERO WITH BRONZE STAR

O’ FALLON, IL –U.S. Representative Mike Bost (IL-12), a member of the House Committee on Veterans’ Affairs, today presented Corporal (Ret.) Michael Mann with the Bronze Star Medal.

“As many who know him and served with him have said, nobody deserves this medal more than Corporal Mann,” said Rep. Bost. “He is one of the many brave men and women who have risked their lives on behalf of our great nation. I cannot begin to express my gratitude for his heroic service. I was honored to present this medal on behalf of a grateful nation. Southern Illinois is lucky to have Corporal Mann as part of our community, where he continued his service in law enforcement. We are proud and we thank him.”

Mann, a veteran of the U.S. Army, served in the Vietnam War from 1969 to 1971. The Bronze Star Medal, unofficially known as the the Bronze Star, is awarded to members of the United States Armed Forces for heroic achievement, heroic service, meritorious achievement, and meritorious service in a combat zone. The Bronze Star with a “V” device is awarded for valor during combat actions against an enemy force.  It is the fourth highest award for military combat bravery.

Mann was also presented with the Air Medal, National Defense Service Medal, Vietnam Service Medal with 1 bronze service star, Combat Infantryman Badge 1st Award, and Marksman Badge with Rifle Bar.
